The Capacity Development Specialist assists rural communities and small water systems in assessing and improving their financial and managerial ability to run their water system as a business. The Capacity Development Specialist will assist in the development of system budgets, treasurer's reports and related ordinances and resolutions. He will also assist systems in locating financing for capital improvement projects and following the application processes involved.
